SUMMARY
Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for an Accountant for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.
DUTIES
Oversee financial management systems, procedures and controls and ensure program operations comply with all relevant EF, USAID and Tajikistan financial practices, record-keeping and reporting requirements
Ensure program procurement follows EF policies and USAID regulations and oversee the implementation of the program’s contracting and grantmaking activities
Ensure all costs incurred under the CSSP cooperative agreement in Tajikistan are regularly tracked and analyzed. Monitor program costs, prepare financial reports and ensure compliance with USAID regulations
Provide day to day entry of accounts payable data
Handle payments to vendors and contractors
Ensure financial record-keeping policies and procedures are consistent with USAID regulations and Tajikistan laws
Reconcile monthly bank statements
Submit monthly expense/revenue data from the Dushanbe, Tajikistan office to the Director of Finance and Administration in Almaty for inclusion in the monthly CSSP posting to the EF general ledger.
Provide regular and timely updates to local, regional and US based management team on all activities, including expenditure and budget forecasts
Maintain strict confidentiality of all privileged information regarding human resources and fiscal matters
Provide program staff with information regarding financial aspects of their daily work and consult implementing partners, as needed
Coordinate closely with EF Kazakhstan and headquarters finance staff to ensure compliance with EF and donor policies and procedures
QUALIFICATIONS
Minimum of ten (5) years’ experience in administrative and financial management of large-scale international donor-funded programs, preferably with USG funding
Demonstrated experience in, procurement of services and commodities, and human resources
Demonstrated knowledge of USAID policies and regulations, including financial management and reporting requirements
Advance knowledge of all Microsoft Office programs (Excel, Word, PowerPoint, etc)
Experience in effectively using accounting software packages.
Experience working in Central Asia
Master’s degree in accounting, finance, business administration or another relevant field
Excellent oral and written communication skills in English required
Knowledge of Russian is required; knowledge of Kazakh, Tajik, Turkmen or Uzbek a plus
