Country Coordinator, Civil Society Support Program in Central Asia

 SUMMARY

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Country Coordinator for the Civil Society Support Program in Central Asia (CSSP). The Country Coordinator will also serve as the Research and Policy Advocacy Expert for CSSP in Tajikistan. The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Country Coordinator will provide leadership for the CSSP team in Tajikistan and will be responsible for implementation of the program in-country. The Country Coordinator will also ensure effective coordination of technical approaches across all objectives in close consultation with the CSSP Chief of Party and technical staff with region-wide responsibility. The Country Coordinator reports to the CSSP Chief of Party, who is based in the regional HQ office in Almaty, Kazakhstan.

DUTIES AND RESPONSIBILITIES

  • Coordinate program activities across the CSSP objectives with the regional office in Almaty, in-country partners, stakeholders and other donors to ensure smooth implementation.
  • Provide input into the design and carry out the CSSP Policy Research School (PRS) by identifying and engaging with think tanks and research institutions in Tajikistan; develop and coordinate policy advocacy workshops and boot camps in the region; and assist with delivery of related events.
  • Provide recommendations and assist with selection of Tajikistan participants for PRS study tours.
  • Ensure quality performance and achievement of planned country deliverables and outcomes.
  • Manage and provide mentoring and professional development to Tajikistan CSSP program staff, with an emphasis on building staff capacity.
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments.
  • Oversee and track all financial and administrative aspects of the program in Tajikistan.
  • Ensure effective implementation of the CSSP monitoring, evaluation and learning approach across the technical objectives.

 QUALIFICATIONS

  • At least 6 years of experience in the design and management of civil society and/or think tank development programs funded by international donors
  • Demonstrated experience with conducting research and analysis of government policies and national legislation
  • Possess knowledge of USAID policies and regulations, and successful experience with advocacy-focused small-grants programs
  • Understanding of approaches to ensure gender mainstreaming and social inclusion
  • Master’s degree in public policy, international relations, international development or other relevant areas of study
  • Excellent oral and written communication skills in English, Tajik and Russian required
