Project Background
The Feed the Future Tajikistan Agriculture and Land Governance (ALG) Activity is a USAID funded 5-year activity that will assist the Government of Tajikistan (GOT) to sustainably reduce hunger, undernutrition, and poverty of smallholder farmers by developing more productive and efficient agriculture systems, building the resilience of smallholder farmers and improving the enabling environment to facilitate sustainable and long-term agriculture-led growth. It contributes to the USAID Global Food Security Strategy’s (GFSS) top-line goals of accelerated agriculture-led growth, better nutritional outcomes, improved food security, land tenure security, greater resilience, and better water security.
ALG will implement an inclusive market systems approach to strengthen Tajikistan’s agricultural systems, engaging with local and regional private sector actors to develop and expand market opportunities and work with government and civil society to drive systemic reforms in the enabling environment for agriculture that allows smallholders and private sector firms to invest and upgrade land through improved registration and administration. Of equal importance, ALG will ensure that women, youth, and vulnerable groups in remote areas in Khatlon are not left behind in the climb, integrating them into market-led opportunities in processing, value addition, and livelihood diversification while deepening their resilience through nutrition-sensitive crop adoption and behavior change. Combined, these efforts will enable Tajikistan to strengthen its journey to self-reliance and reduce its overreliance on remittances. The project is implemented with the financial support of DAI Global.
The activity purpose will be achieved through the following components.
Component 1: Enhance productive agriculture systems
Component 2: Strengthen the resilience of vulnerable smallholders
Component 3: Improve the enabling environment


I. OBJECTIVE
The objectives of the assignment are to support the coordination and administration of the grant cycle according to the internal procedures and donor requirements. Support in delivery of grants and proposals writing trainings, workshops, information sessions, and consultations for grant recipients and cost-shared procurement partners on activities and programs designed by the Activity as well as support Activity Senior Grants Manager and Grants Officer in the grants and contracts awards and monitoring processes.
A same time facilitate and assist in submission of the received and co-created grant applications and business proposals to the ALG management for approval and further release of grants and contracts.


II. DUTIES AND RESPONSIBILITIES
 Support the Senior Grants Manager and Grants Officers in implementation of grants and cost-shared procurements programs.
 Support Component 2 and grant team in drafting scope of works, program descriptions and business plans.
 Support in generate and review all aspects of grant agreements, including milestone schedules, with grantees.
 Generate and review all aspects of inclusive partnership agreements, memorandum of understanding including deliverables schedules, obligations with partners.
 Generate and maintain documentation of all grants including grant agreements, grant amendments/addendums, and other grants-related documents till grants close-out and proactively identify errors and/or missing documentation to ensure compliance.
 Support in developing Request for Application, Expression of Interest, Request for Business Proposals.
 Support in disseminating notifications of funding opportunities using effective tools and methods, and support in conducting information sessions for potential applicants.
 Assist in developing business plans for cost shared procurement partners.
 Support in delivery of grant and business proposal writing trainings and workshops for partners and potential applicants.
 Support in developing data base of potential partners and applicants.
 Conduct and document market searches and mapping exercises to define interested partners and grantees.
 Review with grantee and partners on grant budget line items and coordinate with Procurement, HR, technical specialists for cost verification of grant and proposal budgets.
 Assist Grants Officers in reviewing notes to budget and conducting cost and price analysis of the grantees and partners budgets.
 Schedule meetings including kickoff meetings to define roles, responsibilities, and timelines for grantees.
 Verify milestone documentation and submit deliverable approval/payment requests to the Senior Grants Manager, COP and Finance department.
 Support the Senior Grants Manager and Grant Officers in making Grants Implementation and Inclusive Partnership Facility Trackers updates on a weekly basis, along with any other tracker (as required).
 Maintain inventory for items purchased under each grant.
 Support the full cycle of grants beginning from solicitation application review, including pre-award assessments, monitoring/compliance visits and reporting, and close-out procedures.
 Coordinate with Senior Grants Manager and Grants Officers to update information in program reports and other written materials, including weekly, monthly, and quarterly reports.
 Assist Senior Grants Manager and Grants Officers in preparation of weekly projections to be sent to Finance.
 Perform any and all other tasks as may be assigned by the Senior Grants Manager in a manner that contributes to achievement of the project’s work plan and objectives.
 Any other duty assigned by the supervisor.


III. QUALIFICATIONS
 University degree in management, economics or related fields.
• Experience working in USAID development projects preferred
• Minimum 2 years of experience in procurement or grants under contract programs required.
• Strong computer skills (MS Office suite) required.
• Exceptional organizational skills, detail oriented, and ability to handle multiple tasks
• Good interpersonal communication, presentation, writing and computing skills.
• Excellent written and oral communication skills in English, Russian and Tajik
• Proficient in the use of Microsoft Office
• Ability to travel to target districts
Level of Effort, Location and Reporting
The Grants Specialist reports to the Senior Grants Manager and coordinated with other ALG components based on the need. The position is based in Bokhtar, with travel to priority ALG target districts in Khatlon and Dushanbe.
