TERMS OF REFERENCE (TORs) FOR BUSINESS PLANING AND GRANT SPECIALIST

The Feed the Future (FtF) Tajikistan Agriculture and Land Governance Activity

 

Position timeframe: starting from September 01, 2021 to February 28, 2022

Reports to: ALG-Component 2 Lead and Grant Manager

Based in:  Bokhtar with frequent travel to the target districts in Khatlon province.

 

  1. BACKGROUND

The Eurasian Foundation of Central Asia - Tajikistan announces a competition for the position of a Business Planning and Grant Specialist in Bokhtar.

The U.S. Agency for International Development has contracted with DAI to implement the Feed the Future (FtF) Tajikistan Agriculture and Land Governance Activity Task Order under the STARR II IDIQ in Tajikistan. The objective of the project is to assist the Government of Tajikistan (GOT) to sustainably reduce hunger, undernutrition, and poverty of smallholder farmers by developing more productive and efficient agriculture systems, building the resilience of smallholder farmers and improving the enabling environment to facilitate sustainable and long-term agriculture-led growth.

The Feed the Future (FtF) Tajikistan Agriculture and Land Governance (ALG) Activity is a USAID funded 5-year activity that will assist the Government of Tajikistan (GOT) to sustainably reduce hunger, undernutrition, and poverty of smallholder farmers by developing more productive and efficient agriculture systems, building the resilience of smallholder farmers and improving the enabling environment to facilitate sustainable and long-term agriculture-led growth. It contributes to the USAID Global Food Security Strategy’s (GFSS) top-line goals of accelerated agriculture-led growth, better nutritional outcomes, improved food security, land tenure security, greater resilience, and better water security.

  1. OBJECTIVE

The objectives of the position are to support the coordination and administration of the grant cycle according to the internal procedures and donor requirements. Deliver grants and proposals, preparing and development of business plan writing. Facilitate the trainings, workshops and consultations for activity grant and cost-shared recipients. A same time facility the submission of the grant’s application to the ALG management for approval and further release of grants.

  • DUTIES AND RESPONSIBILITIES

To support Senior Grants Manager and Resilience Team Lead to manage grants implementations:

  • Feasibility study of the identified grants. Study and analysis all a project's relevant factors into account—including economic, technical, legal, and scheduling considerations—to ascertain the likelihood of completing the project successfully;
  • Develop and deliver trainings, workshops potential grant and cost shared procurement recipients in the Activity on developing and writing business plans (business plan outline), and grant applications;
  • Assist grant and cost shared procurement recipients on grant packages to ensure adherence of DAI policies and procedures and donor requirements;
  • Support Senior Grants Manager and other Grants Team staff during grants solicitation, evaluation and pre award processes through ensuring the adherence of DAI procedures and instructions and grants related USAID policy and regulations of the grant programs;
  • Collect data about potential applicants and partners from the field based on business plans;
  • Manage all grants through their lifecycle, ensure proper due diligence for grants including timeliness and accuracy of relevant data fields;
  • Arrange monitoring and review of the project implementation process, scope, and timing;
  • Provide capacity building training on grant applications, management, and reporting requirements for grant recipient in target regions;
  • Actively engage with subgrantees and partners and project team members to ensure that support on program and project management are readily available;
  • Adjust business plan and grant application templates based on the Activity needs;
  • Assist in conducting and collecting documents from grant recipients during pre-award responsibility determination procedures and processes;
  • Negotiate grant terms and budgets with grantees;
  • Ensures project compliance with all applicable USAID and DAI grants under contract regulation, policies, and procedures;
  • Сollaborate with project staff and approves grantees to ensure the timely submission of all grant reports;
  • Participates and supports Senior Grants Manager in the preparation of grant related.

 

  1. EXPERTISE AND COMPETENCIES REQUIRED

 

The Business planning and Grants Specialist should have:

  • A university degree in economics or related fields;
  • 3-5 years of relevant experience working in administering the projects and programs;
  • At least 3 years’ experience in writing concept notes, proposals and grant applications is required;
  • Knowledge of USAID regulations, procedures and policy in writing grant is highly encouraged;
  • Exceptional organizational skills, detail oriented, and ability to handle multiple tasks;
  • Good interpersonal communication, presentation, report writing and computing skills;
  • Excellent written and oral communication skills in English, Russian, Uzbek and Tajik;
  • Proficient in the use of Microsoft Office;
  • Working experience in financial monitoring of CSOs and farmers;
  • Ability to travel to target districts.
