rations support at all levels, lobbying on the part of the state at the international
markets, etc.

9. It is proposed to create a separate agency to promote investment, the main activities
of which should be to attract direct investments (including foreign), and assistance in
solving all the problems faced by investors. This agency should be "single window" for
investors, where investors can access. This agency can be financed from the state
budget (and donor funds at the initial stage) and then - completely self-financing from
the funds received from the services provided to investors. The functions of the existing
Secretariat of the Consultative Council on improvement of investment climate must also
be transferred to this agency.

10. Reduction of administrative barriers to entry into the market, improve the business
environment and investment climate is one of the main ways of development of
business and investment in the country, the development of regional cooperation and
integration into the world economy. Improvement of legislation and regulation in the
area of entrepreneurship and private sector development will allow greater access to
the market and will contribute to the attractiveness of Tajikistan to domestic and foreign
investors.

11. The creation of favorable economic relations is impossible without guarantees of the
rights of economic entities to the objects of property. Therefore, Tajikistan needs to
implement a set of measures, the practical implementation of which will help strengthen
the institution of property rights in the country and 1) ensure the inviolability of private
property rights 2) protect the rights of the owners. In addition, the state is necessary to
guarantee the protection of contractual obligations.

12. National procedures for licensing and issuing permits are complicated, expensive,
time-consuming, opaque, and difficult to understand by investors, allow arbitrary
interpretation, creates administrative barriers to entrepreneurship, and in general does
not meet modern requirements. In this regard, economically inefficient state regulation
in this field requires a comprehensive and systematic review.

13. It is proposed to implement in Tajikistan HACCP - system of food safety
management (HACCP - Hazard Analysis and Critical Control Points). This system
ensures control at all stages of food production, anywhere in the process of production,
storage and sale of products that can be dangerous situations and is used primarily by
enterprises - manufacturers of food products. In order to implement the HACCP system
manufacturers are required not only to explore their own product and production
methods, but also to apply this system and its requirements for suppliers of raw
materials, auxiliary materials, as well as the system of wholesale and retail trade.
HACCP system is used in almost all civilized countries of the world as a reliable
consumer protection. HACCP is an effective management tool, which is used to protect
the company (brand) in promoting the market of foods and protection of production
processes of biological (microbiological), chemical, physical and other risks of
contamination.
