individual countries in the region, which cover a territory of 7 million sq.
kilometers with a population of over 350 million Inhabitants;
differences in the seasonal peak of electricity consumption of northern (winter)
and southern (summer) zones in the region;
decrease the absolute value of reserve power in the region, and therefore in
each country separately.
The benefits from regional electricity trade in Central Asia are estimated at 2 billion US
dollars over three years. The economic benefit is the result of: (1) reducing the use of
primary energy (mainly gas and coal) and avoiding inefficient use of hydropower; (2) the
balancing of structure of electricity generation by hydropower plants / thermal stations,
which provides more opportunities for flexibility in the distribution of the load; (3)
reducing the demand due to the diversification of demand (peak hours there are in
different countries at different times); (4) joint work allowing greater use of renewable
sources of energy, reducing the impact to the environment; (5) increasing the reliability
of power supply; (6) reducing the need for investment by improving the reliability of the
system, and (7) the possibility of construction of large generating plants to achieve
economies of scale.
It is also quite simple to organize an uninterrupted supply of natural gas for the country,
get it from the neighboring countries that have this resource in abundance. To do this,
necessary to restore the existing in past pipelines or join new pipelines in the region. All
this could be done if put as priority the expansion of mutually beneficial regional
cooperation.
e) We believe that in a rapidly changing international situation and geopolitical
environment, major changes in the balance of power at the global level and in the
region, the appearance of new threats to the national security of the country, the best
way to stabilize Central Asia is regional cooperation and integration, which can really
help to eliminate the prerequisites of conflict situations in the region. Only through
effective regional cooperation is possible to reduce the potential for conflicts in the
region, to address pressing socio-economic problems, to unleash the existing water and
energy issues and other contradictions.
Recommendations:
It is actual to have a clear position on the participation of the country in regional
associations. In this regard, now is the relevant time to take finally a concrete
decision regarding the accession of Tajikistan to the Eurasian Economic Union.
Development of regional cooperation and integration should be the basis of
economic and foreign policy.

It is necessary to move away from the widespread use of the term "energy
independence" and instead of it use the term "energy security", because between the
two there is a fundamental difference. Energy security (ES) - is to provide citizens,
society, state, economy with all kinds of energy resources of acceptable quality at
affordable prices. Energy independence is an essential component of ES and
