One of the main ways to solve the economic problems of energy security is a
reduction of accounts receivable in the energy sector, without which very
problematic the technical rehabilitation and innovative development of the energy
sector of the country. To do this, you must ensure the strict financial discipline,
unsparingly to turn off еру non-payers, to create a service of "energy police" that
will identify cases of unauthorized connection to the network, etc.
The most important aspects of the energy policy of Tajikistan should be: move of
the country's economy on the path of energy saving, improvement of the tariff
policy, the integration with the countries of Central Asia, providing investment
security.
Instead of planned large-scale use of coal in the country, which requires huge
investment and will lead to serious environmental consequences, it is proposed
to concentrate efforts and financial resources on projects of energy efficiency and
energy saving.
Central Asian countries united by a common communication system, and
therefore the importance of regional cooperation dramatically increases.
Therefore, Tajikistan's energy policy should include the development of the
integration of energy systems in the region on mutually beneficial terms. It is
necessary to more actively develop international and regional cooperation, to
implement various projects to develop alternative energy sources. This requires
opening up access to the markets of new players (small producers), which will
boost the use of renewable energy and cogeneration systems (systems of
combined heat and power) of low and medium power.
When speaking about the hydropower potential of Tajikistan, usually have in
mind only the sale of electricity to neighboring countries in the region. However,
you should always keep in mind that the main benefit in energy trade always gets
the buyer. It is well known that the income that can be obtained from the use of
unit of energy at domestic enterprises (calculated in GDP), by more than 10
times higher, than the income from the sale of unit of energy to other countries.
Income of the buyer country, which more technically equipped in the processing
of energy resources, more than 20 times higher than the cost of buying these
resources. Thus, we can conclude that the direct sale of energy will cause triple
damage to the economy of Tajikistan: in fact, from the non-use of energy
resources to build economic capacity and increase jobs in the country, indirectly -
from the stabilization of production in the countries - consumers of energy
resources, and directly - from environmental damage caused to natural
complexes, which are difficult to valuate. Of course, this does not mean that
Tajikistan does not have to sell their energy. You only need to carefully evaluate
all possible options for using hydropower and only then form a civilized market
with effective state control. Tajikistan's hydropower can be a stabilizing factor in
the region and be the key to sustainable economic development, not only in
Tajikistan, but also for all the countries of Central Asia.
