Effective implementation of an agrarian policy of the Republic of Tajikistan requires
the solution of the following major tasks:
Transparent and result-oriented completion of agrarian reform. In this regard, there
is a need to revise its priorities - it should be completed as the land and water
reform. This stage of the reform should include not only the distribution of lands of
collective and state farms, but also a comprehensive solution of all issues of
agricultural production, including all issues related to water and water resources of
the country;
The development of market-based and competitive-based operating systems,
agricultural logistics, transportation, storage and sale of agricultural products;
All the state agencies responsible for these issues must work as a team and
managed by a single focal point. The purpose of these actions should be support
of the market players;
Training personnel for the industry - need to create a structure for the formation of
a new generation of rural entrepreneurs and civil servants for the system of
agribusiness. For this purpose, it is necessary to provide mass training of dehkans
(farmers), as well as managers to the newly emerging farmers who can work in
modern conditions. In conjunction with this task the scientific support for the
agricultural sector should be restructured as well.
Creating of the necessary business environment in agriculture and agribusiness,
providing organization and development of various forms of rural enterprises and
cooperative serving farmers.
A clear definition of the role of government in the implementation of the agrarian
policy.
As the state exists for improvement of welfare of the people, the food security of
the population of Tajikistan is its top priority. Due to the scarcity of land and high
cost saving per hectare of irrigated land, perhaps the country should not set a task
of 100% food self-sufficiency. Part of the food, especially grain, can be imported.
But such a policy means that the grain traders of the country will have to buy food
on the world market at market price. Because of the global boom in biofuel
production and growing demand for it from rapidly developing countries such as
China and India, there is no reason to assume that world grain prices will fall much
in the near future. Besides, the organization of imports are not well adjusted, and
there is a risk of supply disruptions.
Besides the state support and stimulation of development of national food sector,
it is necessary to develop and legislate mechanisms to improve the availability and
quality of food, based on the objectives of improving the nation's health, for what
must be provided:
• Measures for creation of more transparent, competitive system of import of
the food;
• Tax and customs privileges for import of main types of the food;
• Establishment of monitoring of conditions and the prices of domestic and
world markets, especially those that affect food markets in the country. Results of
such monitoring have to be published on a daily basis;
