be an excellent example in this sphere.
Proper subsidies of private agriculture - for competitiveness in the ınternal market
(that Pakistan’s potatoes was not cheaper than Tajikistan’s), and also for
competitiveness in foreign markets.
Opening of factories for the production of medicines on the basis of our crops -
again full-cycle production. An example is the Tajik-Japanese company "Avvalin"
that grows the root of the licorice extract obtained from it and sends to Japan for
processing and production of drugs based on it under the Japanese brands. These
and similar medication can be produced in Tajikistan and receive much more
income, providing thus, creation of new workplaces.
3.7. Migration
Some roundtable participants and interviewed experts pointed out that despite the
significant role and influence of external labor migration on the economy and
development of the country, the role and influence of it usually reflected not adequately
in strategy papers. Due to the fact that, according to numerous studies the situation with
labor migration in the coming years will not change dramatically, because preconditions
for its change is not observed, this fact must first of all recognized and then should be
reflected accordingly during preparation the national development strategy.
Tajikistan with a population of 8 million has according to various estimates, from 800
thousand to 2 million people in the external labor migration, and is a country that sends
foreign migrant workers with all the ensuing consequences. Obviously, if people en
masse leave the country, this is a sign of backwardness of the economy, uncertainty of
people in their future. However, we should not only see the negative side. Taking this as
a given, it should look at migration from all sides. Perhaps this process, which has
negative reasons, may be in the future will give some positive results.
The main reason for migration is the lack of normal employment in place of permanent
residence. In this situation, there are two possible solutions: either the organization of
employment abroad or organization of employment in the country. It is necessary to
clearly define - in 2030 we want to reduce the amount of external labor migration or
increase. Depending on the purpose will need to take complex of corresponding
measures, which in a certain extent are mutually exclusive. In any case, the migration
process should be planned and controlled, not spontaneous and chaotic as now.
In this situation, there are two factors:
1) External, it is associated with leaving the country and bound in connection with this
aspect.
