ple undervalued and unworthy (it is not "cool"). Alternatively, abroad is no one
knows, and the migrants say to their relatives that they perform some other work. In this
case, they manage to maintain the dignity and earn money. That is, the existing idea
that not every work is good, largely inhibit the development of our country.

In addition, there is one huge niche in the labor market that is not being developed,
again more because of cultural reasons. It is about working for yourself. It is not
regarded as real work. Man in rural areas prefer to pull up roots, to go to city or another
country, to work there as a janitor, a loader, a dishwasher or a laborer at a construction
site, rather than to repair his house, to ennoble the yard, start the farming and produce
agricultural products for sale. Villager largely lost interest in the work on the ground and
prefers selling parental land, go to the city to work as a taxi driver or even to leave the
motherland in search of other work.

Economic and social measures aimed at changing this attitude, could significantly
change the situation on the labor market of our country.

Recommendations:

 Develop a flexible policy of urbanization and the redistribution of the labor force in
the direction of: village - small, medium city - large cities and agglomerations;

 Introduction and development of electronic accounting systems of internal and
external migrants;

 Developing the permanent system of monitoring and evaluation of the needs of
the labor market, including in low- and highly-skilled personnel, and the
preparation of the list of occupations urgently needed in country;

 Improving migration policy in accordance with the demographic situation and
demand in the labor market, as well as the advanced world experience;

 Developing mechanisms and approaches to prevent the outflow of qualified
personnel;

 It is necessary to expand infrastructure for migration. Only reliable official services
(legal, informational, and so on) can displace the shady services from the market.
It is necessary to create a legal framework for the activities of private employment
agencies and regulated (that is to create a legal framework) the use of new human
technologies, such as leasing of labor, and so on.

4. General recommendations on the draft NDS-2030:

1. First of all, the civil society and business structures of Tajikistan expect the following
from NDS-2030 document: brevity, clarity (need specific mission and vision of the
country as a whole: i.e. the supplier of migrants to Russia and Kazakhstan, the supplier

of software or anything else), ambitiousness, i.e. aiming at the breakthroughs in the

development of the country.

2. At the beginning of the NDS-2030 there should be a clear statement about the level
of the document, i.e. its place and role in relation to the existing legislative and
regulatory framework of Tajikistan that guides socio-economic development.
