refore, this analytical report includes only the most frequently mentioned
suggestions and recommendations on economic policy priorities of the government. As
such, the following mid-term priorities the country's national development were
identified: education, public administration reform, private sector development and
entrepreneurship. Representatives of the private sector and the civil society in Tajikistan
believe that in the next 15 years that the Government should focus its main efforts and
resources in these three areas both through the state budget and through attracting
foreign aid and investments as these three sectors have a major impact on Tajikistan's
economic growth and this influence will only increase. In addition, existing real
challenges in these sectors have a major inhibitory effect on the development and
growth of the country.

The following priorities were identified as second tier priorities but still important for the
medium term development of the country: regional cooperation, energy security,
development of agriculture and agribusiness, as well as issues related to migration
management. Surely, this does not mean that the state should not deal with issues in
health, industrial development and other sectors. With limited resources, it is necessary
to focus on areas that have a positive impact in all spheres of economy and will give
them the opportunity to develop in a sustainable manner.

We hope that the proposals and recommendations of the civil society and the business
community of the country, summarized by the Analytical center "Navo", will be in
demand and will be reflected in the National Development Strategy of Tajikistan 2030.
In turn, the "second" and "third" sectors, terms often used when referring to the private
sector and civil society, reaffirm their willingness and commitment to actively participate
in the implementation of this strategy for the benefit of our country.
