The document must have a key idea(s) that should pass through the whole document
and inspire the confidence of the reader.
4. The principle of economic pragmatism implying acceptance of all management
decisions in terms of economic viability and long-term interests of the state should be
the basis of the state economic policy. Each nested budget somoni should give several
somoni in return. At this stage of development, the state should concentrate mainly on
public investment projects that provide maximum return on investment, ensure stable
cash flows and create new jobs. In this connection, it is necessary to tighten the process
of selection of investments in terms of their feasibility and impact, thus making it as
transparent as possible to the public and citizens.
5. Changes in the tax system can play a major role in the economic development of the
country, in the growth of legal employment and labor incomes, reduction of poverty and
the size of informal economy in Tajikistan. Tax and financial policy of the state should
focus on the intense involvement of the working population in the sphere of productive
and legal employment.
6. Physical education and sports should be a special concern of the state. Healthy
lifestyle is the key to the health of the nation. However, there is an apparent lack of
affordable sports facilities and sports equipment available in the country. In this regard,
the government and local authorities need to take action to develop physical culture,
mass sports and construction of sports and recreation facilities for model projects,
including at the community level. This work should start immediately.
7. All measures in the framework of the National Development Strategy of Tajikistan
until 2030 should include the protection of the environment and should consider the
impact on the ecology of the country. Some of the key areas that can be identified in
this respect include improving the quality of air and water, ensuring the quality of
wastewater treatment plants and sewerage systems, reduction of municipal waste and
improved recycling, improved disaster management i.e. protection from floods and
mudslides, improving soil quality, reduction of pollution and erosion, etc. The theme of
environmental protection also needs to be seen through the entire document.
8. The National Development Strategy of Tajikistan should include measures to create
the necessary conditions to enable to bring out creative potential of citizens and various
associations. You cannot talk about the full development of the country without regular
/annual literary works, new feature films, documentaries and animated films and
performances, new musical works, paintings, sculptures, etc. All of the above is also
one of the most important indicators of the level of development of the country.
