• Development of food market infrastructure and increasing its accessibility to
all producers;
• Promote the transition from the production of "impersonal" food to the
domestic production of food products under the brand names, that will raise the
quality and increase the competitiveness of domestic producers.
Food safety is closely linked to food security. In this area it is necessary:
• Start transition to the international standards and global food quality control
systems in accordance with WTO requirements;
• Creation of a single state agency for control over food safety;
• To avoid the conflict of interests, departments on development of standards
have to be completely separated from the departments responsible for their
observance;
• To strengthen the control date for the use of products in markets. Monitoring
should be free and compulsory;
• Develop policies to regulate the import, use and consumption of genetically
modified food.
It is time to finish with practice of establishment of obligatory indicators of production
of agricultural production. When there was a command-administrative system of
economic management, such tasks were reasonable. Now, when country has to buy
almost all production resources in the world market, which has a system of "forecasting",
it leads only to losses and actually to the bankruptcy of agriculture. Intervention of
government agencies at all levels to the economic decisions of market participants is
already prohibited by legislative acts. They must be strictly observed.
Despite the presence in Tajikistan of large reserves of water, it is necessary to study
carefully the best practices of solving problems of water supply in other countries, such
as Israel, Australia, and use it in our environment by going to the agricultural sector on
water-saving technologies.
It is proposed to put forward a national slogan for Tajikistan - "Country without GMO
(genetically modified organisms)!" Or "Environmentally friendly country!". There are very
few places in our planet, where there are no GMOs, and if to use it, it is quite possible for
Tajikistan to become a key supplier of environmentally friendly products in the world. For
this purpose it is necessary to create competitive national brands in the world with a
special emphasis on environmental friendliness and purity, and also to take additional
measures, such as a ban of GMO production, fertilizers and seeds in all spheres of the
country's agriculture; a ban on import of any GMO production or their components to
Tajikistan; a ban on import and use of various fertilizers and additives which are not
included to the list of permitted standards specifications, yet of the former USSR. In
addition to it, these measures can become a basis for development of ecotourism and
tourism in general. In the world today, these directions are in high demand and the most
important - for it are ready to pay, and very impressive amounts.
Since agricultural issues related to national security and to food security, it is
necessary to enhance personal control of both, civil servants and private sector in
this field.
