To create conditions for stimulating entrepreneurial initiative to any citizen to be
able to try his hand in the business, to become a full participant in the country's
economic reforms, rather than wait when the state will solve all the problems for
him. Responsibilities of the state are to provide citizens with the maximum
opportunity to realize their business ideas and to create the necessary
infrastructure for the development of the domestic business.
Introduce a strict system of personal responsibility for the state officials who
create artificial obstacles for businesses and investors.
Provide mechanisms to support domestic producers and to take all necessary
measures to protect and promote their interests in view of the WTO membership.
Clearly outline the concept of micro, small, medium and large businesses and to
create the most favorable conditions to micro and small businesses.
Cancel all the permits and licenses that do not directly affect the life safety of
citizens, not strategically vital area and not within the competence of the state,
and replace them with the notice.
Build a system of public authorities with the private sector to reduce all kinds of
disruptions to zero; helping the private sector to encourage it to show the real
benefits of compliance regulations.
Development of small and medium-sized enterprises and the opening the
enterprises with full production cycle should be the pillars of the national
economy.
Creating most favorable conditions for investors which establishes enterprise
with full cycle of production (training, production, processing and production of
the final finished product), which will be ready to train local experts and to involve
only the local population, excluding only the most responsible positions requiring
to have an specific experience and skills (for example – experience of China in
the field of employment of foreign nationals), so that investors are not exported
raw materials, and to build additional plants, power, create more jobs, etc.
Orient the economy; develop a clear and comprehensible system of interactions
with the investor, to promote the opening enterprises with full production cycle.
Currently the companies in Tajikistan faces a number of significant limitations, including
those related to:
1) Tax policy and tax administration;
2) Provision of electricity;
3) Corruption when interacting with government officials;
4) Access to financial resources;
5) Low-skilled labor force;
6) Regular audits by various regulatory bodies;
7) Absence of clear, precise and clearly interpreted the rules, requirements, laws and
other legal acts, which allow dual interpretation for the inspecting authorities;
8) Priority of sub-legal acts in contravention or contradiction to existing legislation;
