development of ethical regulation in the public service;
 development of specific anti-corruption measures in the areas with an increased

risk of corruption;
 deregulation.

Unfortunately, the current work in these areas is almost non-existent.

Particular attention needs to be done on improving the quality of public services, as
quality of public services provided to the population is one of the most important
indicators of economic development of any country. The organization of public services
has a significant impact on the social and political situation in the country. The quality of
public services and their accessibility is one of the main criteria of efficiency of public
administration. Formations of public sector services in modern conditions become the
main direction of development of the state. Adequate quality and volume of public
services themselves are converted into the main content of governance, which opens
the possibility of closer integration with the market space.

At present, the quality of public services in our country is still low due to lack of capacity
and the number of employees, their low salaries, the state budget deficit, poor control,
negative attitudes and stereotypes inherited from the old system, as well as due to the
lack and limitations in implementation of quality standards for service delivery. The
absence of standards, quality and accessibility of public services does not allow to
streamline and focus the commitment of the executive power to the community
(individuals and legal entities), as well as to introduce monitoring and evaluation
procedures of the executive authorities. Local government cannot provide public access
to effective quality services. Activities of Jamoat as the closest level of government to
the people, does not meet the principles of local self-government.

The basic problem of the existing infrastructure for public services in Tajikistan is that,
on the one hand, it does not provide equal access to different categories of users to
public services, and, on the other hand, a number of government agencies in some
cases, impose public service users even when it is not justified from an economic point
of view and has no legal basis. The lack of independent structures in this case for the
consideration of complaints, claims and petitions from the public on the poor services
prevents the formation of legal forms of consideration adopted in a democratic society,
and eventually fosters corruption. It seems appropriate to the development of the law
"On state service", as well as development and implementation of standards for the
quality of their provision.

Recommendations:

 The reforms carried out by the Government, have affected mainly central /
national level, as well as sectors of the economy, while on the ground - in the
regions of the country - all continue to work in the old way. In this regard, it is
proposed in the upcoming mid-term until 2030 to focus on the reform of public
administration at the levels of local government and self-government.
