Due to the lack of continuity and a full transfer of experience from generation to
generation to create in each ministry "Consulting Division", which would include
professional staff who are retired. The duty of the department would include the
training of young employees, knowledge transfer, consulting and assistance in
developing a strategy, scientific research and so on, which is maximum use of
great experience and the unrealized potential of distinguished retired
professionals. The responsible person for the selection and effectiveness of the
department should be the head of the state institution.

 Involve the population in governance starting from district level to ensure
transparency, the development and finding optimal solutions to problems, to
increase the responsibility of citizens to reduce costs, to encourage self-
organization to help local authorities, etc. that eventually will reduce inefficient
expenditure of the budget and to direct them to development.

 Develop a transparent, clear and efficient "scale of effectiveness" of a
government official, in which the population will put marks for effectiveness or
efficiency.

 To increase the social status of civil servant, to raise salaries with the addition of
a special social security, raise the requirements to knowledge, experience,
expertise and other criteria for his position, thus raise the level of responsibility,
reliability, constant growth, and improve the competence, demand and
accountability.

 Introduce the personal responsibility of each civil servant for the results of its
decisions and results of operations.

3.3. Private Sector Development and Entrepreneurship

Entrepreneurship in Tajikistan can be regarded as underutilized economic resource. In
spite of the existing potential and opportunities for development by the private initiative
of entrepreneurs, it remains largely untapped due to, still, generally unfavorable
business environment.

It is proposed that the development of the private sector was in the spotlight and was
traced in each part of the national strategy for development of the country. This refers to
the creation of an enabling business environment for entrepreneurs and investors in all
and above all, the priority sectors of the economy.

The state should build a new system of interaction with the business community, in
which it should not interfere in the business, and to give him confidence in the future.
Entrepreneurs should know exactly that their state will not disappoint them and they will
be protected, and in return, they are required to work and pay taxes honestly.

We believe that business is a leading driving force behind the national economy and
recognizing this, one must give it full support. Number of measures are offered in this
