We need to develop the political and legal institutions, aimed at ensuring civil and
political rights of citizens, as well as the implementation of the legislation. It's
about protecting basic rights, including the security of person and property,
independence of the courts, effectiveness of law enforcement system, freedom of
the media.
It is proposed to create a new structure that would stand above all the ministries
and departments, and will be solely responsible for national development
planning and carrying out necessary reforms. It can be called the Committee, or
Agency for Development and Reform. Management functions could be delegated
to the Prime Minister, who is, currently, not responsible for anything and is purely
a figurehead.
It is proposed to move away from the currently existing fiscal and estimate-
oriented policies on investment and project-oriented policy aimed at achieving
concrete results.
It is proposed to stop in the medium term building from the state budget
recourses "monuments" - objects that do not generate income to the state, and
instead concentrate budget resources on priority national projects: the
construction of the Rogun hydroelectric power station, new modern educational
institutions (universities, schools), the Fund for Support entrepreneurship, etc.
It is also necessary to develop mechanisms to ensure transparency of state and
local authorities, including the introduction of mechanisms for receiving by
citizens and organizations the information on their decisions. The introduction of
"open data" or "open government" system.
In order to reduce direct contact with officials and citizens to reduce corruption it
is proposed to extensively use of well-proven, effective, new methods and
systems in government - the "electronic government", information and
communication technologies (ICTs), etc.
Improving the efficiency of the state apparatus and the provision of better
services to the population;
Developing of public and private partnerships (PPPs) between the sectors and
clearer division of responsibility for dealing with emerging problems;
To manage multilateral relations between the state and civil society, the
involvement of the public management of public affairs.
Government officials of Tajikistan should not have dual citizenship, and do not
contain any political parties.
To introduce declaration of each candidate to the public service, as well as
members of his family (including siblings) of all movable and immovable property,
accounts, companies, shares in companies and business, etc. before taking
office, the annual declaration and after leaving the service for over 5 years.
To ban the work or other involvement in organizations (companies, international
organizations, projects, etc.), which worked with the state institution in which the
official has worked, as well as in other organizations (companies, international
organization project, etc.), an affiliation which can be proved.
To ban on the presence of accounts and property abroad for civil servants and
their families.
