In subsequent years, the priority of government institutions should be to develop
programs to improve the corporate governance system, the implementation of which
could significantly affect the improvement of the investment climate in the country. The
fact is that the existing system of corporate governance in our country is not
transparent, not effective and is not aimed at protecting the rights of investors.
Therefore, in such program the development of the Code of Corporate Conduct must be
carried out for domestic corporations and the establishment of an effective mechanism
for enforcement of the corporate relations. To do this, it is needed to create the
Coordination Council on corporate governance with the participation of representatives
of government agencies; securities market participants, lawyers and experts -
economists.
The use of economic practice principles of the Code of Corporate Conduct will really
help the joint-stock companies to construct the normal system of relationships between
shareholders and managers, and increase the investment attractiveness of the
companies. Introduction and use of the corporate governance standards should be
viewed not as a private business of companies, but as a problem of national scale, the
solution of which will affect the investment climate in the country and, therefore, to
transform domestic savings into investment and attract foreign capital.
A special emphasis on the issue requires the creation of reliable mechanisms of
accountability to the public officials and citizens. Today, in Tajik society, tradition of
