iness ethics. Today the private companies of Tajikistan for the solution of this
problem have to meet the demand for such specialists by training employees in
companies (trial and error method that demands an additional considerable waste of
time and efforts), attraction to training their partners in business, and attracting foreign
specialists and companies. In the last 2-3 years the partial satisfaction of demand by the
graduates of foreign higher educational institutions - citizens of Tajikistan is observed.

Interviewed experts highlighted the lack of business analysts who are able to
competently analyze competitors, related industry, and development prospects. In
general, there is an acute shortage in middle and senior managers, with the obligatory
knowledge of a foreign language and computer literacy in general as well as specific
knowledge in the field of corporate ethics, negotiation, and in particularly well-developed
analytical skills and management of organizations.

There is a need in adapted training programs for management training, for both private
and public sector; improving the qualifications of professors on business lines,
strengthening the material-technical base, especially with modern ICT and teaching
materials, as well as the removal of existing administrative barriers hindering the normal
functioning and development of higher educational institutions, ensuring links between
educational institutions and the firms that form the demand, training in the field of
business by orders of firms. In addition to this, the active involvement of the private
sector in the implementation of such training programs is necessary.

Such nonconventional programs as short-term training in the form of BA and BS
(business administration and business of school), certified/two-year degree programs,
such as MBA (Master of Business Administration) and MA (Master of Economics) are
practically absent in higher educational institutions of our country. Therefore, in terms of
market allocation of resources allocated to the business and economic education, it is
necessary not to strengthen the monopoly of the state educational standards, and
enable higher educational institutions to work more safely in the educational market,
satisfying both individual and market demand for business programs.

For this purpose at the state level adoption of the institutional decision is necessary, in
accordance with that in higher educational institutions the business and economic
profile the higher schools of business (BS) and the program of business administration
(MBA) should be organized. Within them not only the short-term certified training
programs will be offered, but also integrated systems of information search in the field of
demand for graduates or special experts, vacancies in the sphere of business and civil
service should be created.

It is necessary to initiate in the country preparation of "elite" business and economic
education by creation in separate higher educational institutions or in cooperation with
several higher educational institutions and business community, independent business
schools and institutes (faculties) of business administration. In the educational market of
business and economic education of the country, there will be a possibility of a choice of
the best among alternative options at which usefulness is maximized, even with very
limited resources.
