are closed, not transparent and it is not known on the basis of what criteria they are
carried out. Such practice leads to formation at heads of higher educational institutions
the psychology of the "placeholders", who are not interested in formation and realization
of the corresponding strategy, and in achievement of long-term goals of any higher
educational institution: improvement of quality of education, image of educational
institution, etc. Besides, such practice is one of the serious factors stimulating corruption
in system of the higher education of the country. The problem is aggravated by the
existing practice of appointment of deans of faculties as well.

There are number of financial problems among the main problems that limits the
development of higher educational institutions: lack of funding; lack of links between
programs and the cost of training with the needs of the market; fixed rate cost of tuition;
inability to educational institutions to make a profit.

An equally important component is the weak links between the development of
programs and their value, and the actual needs of the labor market. Despite of the fact,
that there is a system of introduction of new programs in higher educational institutions
in principle, however, it exists chaotically. Thus, it entirely depends on initiatives of
teachers itself or donors, and development of programs, in process of their introduction,
suffers from static character, and, as a rule, is not updated taking into account
development of different specialties. Besides, practically there is no links with real
demand for some specialties, in particular business specialties. It is recommended to
carry out the detailed analysis of the available vacancies and requirements of the
private sector because the higher education considerably lags behind from the growth
of the private sector.

The Ministry of Education rigidly regulates the cost of education in higher educational
institutions of the country, even in private. It has justified by the fact, that the population
of the country is poor and unable to pay large amounts of money for education. At the
same time representatives of higher educational institutions emphasize, that there is a
significant number of people, willing to pay more for quality education in our domestic
higher educational institutions. This restrictions imposed by the Ministry of Education
reduces the motivation of the teaching staff to provide educational services with high
quality, reduces the attractiveness of their work and staff turnover, limits the ability of
higher educational institutions to improve their material and technical base, to attract
highly qualified teachers and practitioners, including from abroad, not wishing to work
now in higher educational institutions due to unattractive wages. Besides, low tuition
fees at the sufficient willingness of the general population to pay for educational
services, does not provide an efficient selection in terms of the starting level of
education of entrants to higher educational institutions.

The educational institutions (EI) of Tajikistan according to the current legislation today
cannot get officially profit, since they are non-profit organizations. It is a serious obstacle
for involvement of the private sector and investments into education. In connection with
this from the legal point of view, private investors cannot come to this sector, and
already existing - gradually leave this business (five years ago in the country there were
7 private higher educational institutions).
