Following the order of importance of the information provided and made arguments in
favor of the proposed study of national development priorities.

The information and arguments in favor of the proposed national development priorities
provided below by the order of importance.

3.1 Education

It is convincingly proved by economic science that the main intensive factor of
development of economy and society, and the base of GDP growth is quality of the
human capital. Human capital is formed from the expense of investments into increase
of level and quality of life of the population, into intellectual activity, including - in
education, upbringing, health, knowledge (science), enterprise ability and climate, in
information support of work, into formation of effective elite, into safety of citizens and
business and economic freedom, and also in culture, art and other components. One of
the most important components of quality of the human capital is education. It is one of
the most important subsystems of the social sphere of a state, which ensures process
of receiving by the person of the systematized knowledge, skills for the purpose of their
effective use in professional activity. Researches of civilizations and countries
development during last centuries proves that education always was one of the main
factors of development, which predetermined success of one countries and failure of
others. Features of national education defined historical development of world
civilizations and countries of the world. In the present time, in the conditions of
globalization of world economy and intense international competition, the accelerated
development of digital and nanotechnologies, a robotics, biomedicine and other
directions of science, the role of education in development of the countries repeatedly
grew. In this regard creation and development of a modern and effective education
system in Tajikistan has to become a priority number one when planning national
development of the country.

Currently in the education sector of the country there are many problems, the main of
them are the following:

1. The management system of education is inefficient and does not meet
requirements of market economy and realities of the country;

2. Outdated and inadequate standards of education;

3. Low and proceeding to decrease prestige/authority of a profession of the teacher;

4. Shortage of teachers and their low level of qualifications;

5. Poor quality of school textbooks;

6. Lack of links of an education system with the labor market.

The specified problems led to sharp decline in quality of education at all levels, not
convertibility, and in certain cases, non-recognition of certificates and diplomas of
educational institutions of Tajikistan. In recent years, even some public institutions and
