panies and experts from the country organized by Analytical Center "Navo" in the
framework of the Project on the expert support of the reforms of the Government, as
well as the results of series of expert interviews with representatives of academia,
NGOs and businesses in Tajikistan.

The report consists from 4 sections. The first two introductory section provides a brief
description of the Project, in the framework of which the publication of this report
became possible, as well as its methodology and structure.

The third section summarizes the possible priorities for the national development of the
country until 2030, proposed by the representatives of civil society and business
structures of Tajikistan.

At the end of each proposed priority the specific recommendations are given.

At the end of the document provided the general recommendations for the content, style
and format of the draft National Development Strategy of Tajikistan until 2030.

3. The proposed possible national development priorities until 2030

During interviews with experts, representatives of academia, NGOs and business in
Tajikistan, they were asked to identify the main, in their opinion, national development
priorities for the country until 2030, at which the government should focus its main
efforts and resources, from both the state budget and foreign aid and investment. As the
participants of the round table, they were given in advance a draft of National
Development Strategy of Tajikistan until 2030 (NDS- 2030) as a basis for
recommendations.

It should be noted that most of the participants of the Round Table, and respondents
during the interviews and discussions almost unanimously identified as the main priority
areas of development the following: education, public administration reform, private
sector development and entrepreneurship. According to them, these three sectors
have a major impact on economic growth of Tajikistan and this effect in the coming 15
years will only grow. Moreover, currently the unsolved problems in these sectors have a
major inhibitory effect on the development and growth of the country.

In addition, the second level priorities were also identified, which are also quite
important for the country's development in the medium term: regional cooperation,
energy security, development of agriculture and agribusiness, as well as issues
of migration process management.

A number of experts drew attention to the results of national consultations on the
agenda of sustainable development goals as reflected in the Report of Tajikistan on
national consultation "World after 2015". In this document, during the multi-round
consultations and discussions with representatives of all sectors of the country,
including civil society, the main priorities for the development of the country after 2015
has been identified and agreed on, for the implementation of which should be directed
to economic ideology, basic principles and a set of measures of NDS-2030. These
priorities included: (1) education; (2) health and employment; (3) social inequality; food
security and nutrition; effective management; (4) social protection; (5) prevention of
