legislative and regulatory framework of higher education does not meet todays’
requirements. The existing practice in the country of the development and
implementation of educational standards and innovative technologies in the field of
higher education does not guarantee the relevant quality and their compliance to
requirements of market economy and to needs of the country. The legislative base in
the field of the higher education also needs to develop. Therefore, adoption of the
separate law "About private higher educational institutions" or "About private
educational institutions" is necessary, because this sphere is not regulated effectively at
the legislative level, which creates the basis for various abuses and bureaucratic
obstacles of regulators of the state.

There are no specialized scientific and educational centers of professional development
of teachers, administrative staff of higher educational institutions. The only opportunity
for professional development is the organized and financed by various embassies and
the international organizations operating in Tajikistan, short-term trainings and seminars
within the country and abroad. Also at Tajik State National University (TSNU) organized
a three-month training courses in economic fields for teachers from other domestic
higher educational institutions, but their quality, according to the teachers themselves, is
poor. With regard to existing rare long-term fellowships and training courses abroad for
teachers of domestic higher educational institutions, the teachers do not use them due
to lack of knowledge of foreign languages at the relevant level. Representatives of other
countries fill very often quotas and places of Tajikistan on such internships and training
courses, as in Tajikistan "there are no” candidates with the required qualification and
language skills.

All domestic higher educational institutions have partnerships with other institutions in
the profile, but they are mostly limited to higher educational institutions of the Russian
Federation and CIS countries, again due to lack of knowledge of other languages,
except Russian. It should be noted that the level of knowledge of Russian language
everywhere worsens every year.

In all higher educational institutions the practice of concluding direct contracts with
private companies for the training is just beginning to implement, the number of such
companies is very limited - no more than ten.

Almost all representatives of higher educational institutions noted that in the preparation
of specialists in the field of economics and business, they are faced with a weak
mathematical knowledge of students and generally very weak starting level of
preparation of students. Representatives of higher educational institutions also noted as
the serious problems significantly influencing quality of training of specialists, the
shortage of qualified personnel and departure of talented and practically oriented
economists and managers from education. They, as a rule, more demanded from the
side of commercial banks, non-governmental organizations and business structures.

The majority of respondents agree that the educational system of the country continues
to prepare professionals who are more likely will not be able to apply their knowledge,
and most probably will join the army of the unemployed. At the same time as the reason
for this, it is indicated that the proposed knowledge are not oriented to the conditions of
