transition period, which Tajikistan faced, and so-called case technology training
(case studies), reflecting the real problems of business and economics poorly used.

As the main product of the information society becomes information, the modern
educational society of Tajikistan should strive to create educational resources. First, in
the national language, as modern operating systems, starting with MS Vista, is already
completely supported by the Tajik language based on Cyrillic, so the educational
resource in the Tajik language will be available from any computer connected to the
Internet.

Educational resources in the ICT sector are electronic textbooks, local resources of the
institution and CDs for self-training. The local resources of educational institution, which
is placed in a local network of higher educational institution, has to be the most valuable
and capacious. This potential has to become a basis for attraction students in the
conditions of credit education, which created in the educational environment of
Tajikistan. However, a local educational resource itself is not attractive enough without a
powerful learning management system, a system of electronic management of
documents. All of this is a kind of e-government of the higher educational institution,
from the effective operation of which depends the efficiency of fund-raising of this
institution. The introduction of such a system, resource management, content
management, a requirement appears - students must have their own laptops, which
became as part of the automated system during the training process.

In fact, such system of automated management of educational institution has to consist
from the following parts:

 System of management with the constructed system of authentication of
students, teachers and document flow.

 The educational resource, which is placed in a local network and/or on the
website.

 The hardware-software part providing functional requirements of system of
management and an educational resource of educational institution.

To improve the situation in the field of training the following measures have been
proposed: 1) establishment of the state system of employment on the basis of the
account of market demand of qualified specialists and introducing the economic
measures to encourage enterprises to conclude labor contracts with the graduates of
higher educational institutions, enrolled on a budgetary basis; 2) reorganization of the
existing system of financing of the higher school; 3) increase the efficiency of university
management.

Without exception, all representatives of private companies expressed opinion that
domestic higher educational institutions do not possess the potential necessary for high-
quality training of specialists with post-degree education now. Despite the large number
of graduates completing domestic higher educational institutions, private companies are
experiencing an acute shortage of specialists with specialized and general business
education. The representatives of the private companies need experts with knowledge
of the basics of business, management, marketing, management of projects, a financial
assessment possessing thus skills of leadership, negotiating, a basis of communication,
