is one of the areas of the public sector, where the "failures" of the market are most
apparent. Therefore, given the problems that are currently observed in the country,
business schools and programs in business administration should cover the preparation
of deep specialists in areas such as: macroeconomic and investment policy, corporate
finance and capital markets, municipal business management, agribusiness and
engineering economics, microfinance business planning and etc.
Recommendations:
A clear formulation of the state policy in the field of non-state sector of education
- an urgent need is the development and adoption of the law "On private higher
educational institutions " or "On private educational institutions", which should
guarantee at the legislative level the rights of private persons (natural or legal) to
create the higher educational institutions in various formats and forms of
education; to get profit from the provision of educational services; guaranteed
non-interference of state bodies in the current organizational, financial and
training activities (of course, private educational institutions should receive the
appropriate licenses and accreditation, and compliance with applicable law);
Changes in the existing system of appointment of rectors of higher educational
institutions to the system of a choice of rectors accepted in the world;
Introduction of rules on the mandatory presence in each higher educational
institution of Supervisory Council (Board of Trustees) with the functions of
supervision of the management decisions of the higher educational institution;
The development of State / Presidential Programme for the Development of
Business Education, in which the possibility of making public the status of MDA
programs, and public recognition of it as a major training program for senior and
middle management;
Create training programs, courses and educational institutions focused on
entrepreneurship;
The development and adoption of appropriate provisions on the selection and
financing of the training abroad of specialists on the priority areas for the country.
The main focus should be done on the transparency of procedures and ensuring
an open competitive selection based on abilities;
Provision to domestic higher educational institutions the right to set their own
tuition fees on the basis of calculations of the actual costs and the popularity of
specialties;
Increase motivation of the teaching staff in higher educational institutions;
Organization of courses for improving the qualifications of teachers (on a
competitive basis);
Creation in the country the efficient system of educational loans;
Improving the quality of foreign language teaching in higher educational
institutions and assistance to development of centers for learning of foreign
languages in the country, introduction to curricula of training of specialists of an
obligatory foreign language;
Promote the implementation of programs aimed at expanding access to ICTs in
schools, libraries, educational and training centers, especially for poverty-stricken
