create a genuine public service, which is responsible neither to the ruling party, nor to
the leader, even though he is democratically elected, but to the society and the citizens
of the country. The main objective for the civil servant is to serve the state and society,
not to a public authority, not to person holding public office and not its corporate group,
clan, etc. One of the main requirements for public service should be openness and
transparency. Modern civil service should not be a "black box", and should be open to
civil society in the framework of the current legislation.
Attention to financial management in the public sphere and to the values of public
money should be dramatically increased. If today, every bureaucratic organization aims
to get as much money from the state budget in the near future, it should be interested in
saving resources by improving the effectiveness and efficiency of its own activities. It is
necessary to introduce a new principle throughout civil service pay - based on the
results of the work done.
It is necessary to form a professional state apparatus, which service to the people and
the state will be paramount. To do this, first of all, we need a new law on civil service
system, which would ensure strengthening of anti-corruption measures and increased
transparency of the selection of civil servants, the introduction of the principles of
personal responsibility of civil servants for their performance and meritocracy, i.e. the
promotion of the best shots.
A key condition for the success of the economic policy of the Government – is the fact
that staff must support it. This requires a new personnel policy, free from parochialism,
nepotism and corruption, very transparent and controlled, but using modern tools of
management and corporate governance principles in the public sector.
At the same time, perhaps, at this stage of development, the country should benefit
from the international division of labor, in particular, to attract external human resources
for the implementation of individual challenges through outsourcing program. You can
attract the best foreign specialists in the open market and invite them to work in
Tajikistan. Using the managerial staff with international experience and knowledge will
provide a double effect: the modernization of management and training of the local
personnel. In this situation, it would be desirable to supplement the existing system of
special procedures, designed to attract highly qualified specialists. These mechanisms
may include outsourcing of expert-analytical functions and the introduction of special
conditions of payment for the most highly qualified to maintain the level of remuneration
for them, approximately, to the extent possible, to the market conditions. The state may
also provide grants and make the state order for those professionals who need it.
The adoption of anti-corruption legislation and the creation of a specialized body to
combat corruption can be viewed as a positive first step aimed at reducing corruption.
However, by themselves, these measures will lead to noticeable improvements only if
they are applied in combination with other anti-corruption measures. Such measures
include:
increased transparency of public bodies;
introduction of the practice of anti-corruption expertise of legal acts;
