students; improving ICT competence of teachers, low-skilled workers; stimulate
business investment in ICT education for their employees;
Higher educational institutions should not be limited to educational functions, all
higher educational institutions need to create and develop divisions for studies
and research;
Academic autonomy should be provided and guaranteed to higher educational
institutions, where they have to actively develop its research activities and the
development of specific applications.
3.2. Reform of public administration
Currently, in Tajikistan, the establishment of an effective system of governance has the
particular relevance. Today, there is a need to make some sort of a "revolution" in public
administration and redirect it to the service to society, citizens and providing quality
public services to the population of the country. As public administration covers all
sectors of the economy, without exception, this direction is offered as one of the main
priorities of national development. The current system of public administration of the
country was justified for a transitional period (initial period of independence, civil conflict,
post-conflict reconstruction), almost completely outlived its usefulness and currently
becoming as one of the main obstacles to the development of the country. To move to a
qualitatively new level of development, the country needs a new system of governance,
including the effective structure for planning and management of national development
and efficient civil service based on merit (meritocracy) and transparency. World
experience demonstrates conclusively that the presence in the country a small, flexible
and non-corrupt civil service today is one of the most important competitive advantage
of any country.
It is necessary to abolish still existing administrative traditions of the administrative-
command system remaining from the Soviet era and to create a modern and efficient
pull of managers. Officials in Tajikistan are still working in "the old fashioned way," the
quality and efficiency of their work are low: bribery and red tape are flourishing.
Formalism, indifference largely characterizes the style of work of our state apparatus.
Personal loyalty rather than competence, as in the past is the best guarantee of career
development. Decision-making - departmental (and often private) interests - continue to
prevail over the general state. It is necessary to establish a system of selection and
promotion of cadres in the civil service, in which all citizens would have equal rights and
chances, and which provides a sufficiently high level of professionalism and
transparency of the state apparatus. The reform of the remuneration system, currently
being implemented by the Government, unfortunately, still does not allow solving the
problem of loss of competitiveness in the labor market. It becomes one of the main
obstacles for the development of capacity in policy development, regulation, budgeting
and management of development.
Currently, each ministry or government agency / institution works mainly on pursuing
their own, narrow interests, in accordance with the mentality of "temporary worker" that
reminds the characters of known fable "The Swan, cancer, so the pike." There are ill-
