Brief description of the Project

Currently, government agencies in Tajikistan do not have sufficient capacity to address
the challenges they face. Rapid economic growth in Tajikistan creates an increased
demand for qualified personnel from the market economy. Meanwhile, the system of
remuneration in the public service is not flexible enough to respond successfully to the
ongoing changes and preserve the public service attractive enough for highly qualified
specialists demanded by the private sector. Therefore, in recent years the public service
is experiencing increasing pressure from the labor market and rapidly loses its ability to
attract and retain the personnel with necessary qualifications. It becomes one of the
main obstacles for the development of capacity in policy development, regulation,
budgeting and management of development. Therefore, Government needs external
expert analytical support.

The following activities are planned for more effective implementation of economic
policy in the framework of the Project on expert support of the reforms of the
Government:

 Expert support to the implementation of the reforms program through an
objective economic assessment of projects on developing the national programs
and regulations, as well as assessing the impact and consequences of the
proposed solutions;

 Assist in the preparation and dissemination of high quality and reliable
information about Tajikistan (primarily economic) obtained as a result of research
and analysis.

The choice of this Project and its main tasks to be solved in the framework of it was
predetermined by their high relevance and has been agreed with the main partner - the
Ministry of Economic Development and Trade of the Republic of Tajikistan. Ministry
instructed by December this year to draft a new National Development Strategy until
2030 and a draft National Development Program of the Republic of Tajikistan for 2016-
2020. Both document are priorities for 2015.

Eurasia Foundation of Central Asia (EFCA) has allocated a grant from the funds of the
United States Agency of International Cooperation for the Project of Analytical Center
"Navo" (AC "Navo") for expert support of implementation the Government reforms
program within the framework of Good Governance Initiative.

As a result of the project, the Government plans to obtain a generalized view of civil
society and business community of the country with respect to the vision of national
development priorities of the country in the medium term perspectives.

In addition, it is expected that this Project will contribute to the strengthening of the
analytical capacity of civil society and allow more citizens to participate in solving the
urgent problems of the country.

2. Methodology and structure of the Report

The report is mainly based on the results of the Round Table with the participation of
representatives of associations, unions, non-governmental organizations, private
