Mahalla committees learn to write project proposals.

Dushanbe, March 6, 2019, the Eurasia Foundation of Central Asia - Tajikistan (hereinafter EFCA-Tajikistan) launched information sessions in the framework of the project “Activating the Potential of CSOs as Actors and Partners in the Governance, Accountability and Implementation of Rural Development Projects” funded by the European Union.

The main objective of these information sessions is to increase the level of knowledge of public organizations in the area of correct writing of project proposals, their proper development, and their qualitative implementation.

For mahalla committees in many regions of Tajikistan, there is a characteristic lack of initiative, dependence on government bodies and a lack of readiness to act as official representatives of the communities. Moreover, mahalla committees are not fully informed about the relevant provisions of the law “On Local Government”, adopted in 2008, ensuring their legal status and the conditions for providing real support to local authorities. EFCA - Tajikistan expands opportunities to strengthen the capacity of mahalla committees to promote local initiatives, ensure greater representation in elected bodies, and improve the living standards of community residents.

According to the project, civil society organizations from five districts of Sughd and Khatlon regions, as well as regions of republican subordination (RRS) will create mahalla committees. These committees are set up as an accountable management platform. Subsequently, the committees will be able to develop projects and initiatives for the development of local jamoats. EFCA-Tajikistan holds a series of information sessions for civil society organizations in order to increase their potential in drawing up quality project proposals, in order to submit project proposals to donors, and, if possible, to receive funding.
